Most 2 axle rgn's with a flip 3rd are 48' overall with 29' in the well. California has a bridge law for all trailers over 48' requiring no more than 40' from the kingpin to the center of the rear axle. 48' trailers are exempt. Since it is almost impossible for an rgn to meet the bridge law the flip 3rd keeps you legal as a 48' when you don't need it for weight. If you do need it your probably on a permitted load already. It's a simple compromise to make a trailer more versatile due to the ignorance.
